I'd just like to take the time to promote this site in relationship to the logo competition

good call, anonymous. at root, contests like this amount to the client getting a lot of free design work from which to select a favorite design. it is devaluing, as the website suggests.

my question is, does it make any difference if the organization is small-scale, a worthy cause (non-profit or similar), and doesn't have the funds to pay for design?

but then again, there is mention of placing the logo on signage and other materials, so obviously there is money to produce other materials, so why not pay for a logo? perhaps you should write them a letter telling them why a contest is a bad idea for designers.
